Welcome to the Purchasing Department

The Purchasing Department at Sharyland Independent School District is responsible for acquiring goods and services in compliance with state and federal laws to support the needs of District campuses and departments while ensuring the best overall value for the District. Sharyland ISD’s Purchasing Department utilizes an electronic bidding system, Ionwave, to manage all solicitation opportunities. Vendors interested in doing business with Sharyland ISD are encouraged to register as suppliers within the Ionwave system. During registration, prospective vendors will identify the products and/or services they wish to provide to the District. This allows vendors to receive email notifications when new solicitation opportunities are released.

Purchasing Cooperatives

Sharyland ISD belongs to several purchasing cooperatives. These cooperatives follow all bidding laws in awarding contracts to their vendors and by law school districts are allowed to use the bids established through the cooperative purchasing agreements.

These purchasing cooperatives are used as a resource when other local bids may not be in place or to purchase one time and hard to find items.

The 79th Texas Legislature passed House Bill 914, which establishes new conflict-of-interest disclosure requirements for local government officers. That bill was recently codified in the Texas Local Government Code and goes into effect on January 1, 2006. The new law requires school board members and superintendents to file conflicts disclosure statements revealing certain relationships they may have with vendors doing business or seeking to do business with their school districts. It also mandates that trustees and superintendents report certain gifts received from current vendors and those seeking to become vendors.

Travel Information

Travel Guidelines

All staff traveling on school business, with or without students, must complete the online Laserfiche Travel Request Form before making any travel arrangements.

The District will not issue checks or allow the use of a District credit card without a fully approved travel request.

Staff must follow District travel guidelines. Lodging must comply with GSA lodging rates.

District SUVs are the preferred method of transportation. If a District vehicle is not available, staff should use the rental reservation link below to reserve a vehicle.

Personal vehicles are not allowed for District travel unless there are special circumstances. Any exception must be approved in advance by the appropriate Division Chief.

Code of Silence

Code of Silence – Purchasing

To protect the integrity of the procurement process, the District enforces a Code of Silence for all competitive solicitations, including RFPs, RFQs, CSPs, and bids.

The Code of Silence begins when a solicitation is issued and ends when the contract is awarded or the solicitation is canceled.

During this period, vendors and their representatives may not communicate with Board members, the Superintendent, District staff, or evaluation committee members regarding the solicitation. All communication must be directed only to the contact person listed in the solicitation, typically the Purchasing Department.

Violation of the Code of Silence may result in disqualification from the procurement process.
