Code of Silence – Purchasing
To protect the integrity of the procurement process, the District enforces a Code of Silence for all competitive solicitations, including RFPs, RFQs, CSPs, and bids.
The Code of Silence begins when a solicitation is issued and ends when the contract is awarded or the solicitation is canceled.
During this period, vendors and their representatives may not communicate with Board members, the Superintendent, District staff, or evaluation committee members regarding the solicitation. All communication must be directed only to the contact person listed in the solicitation, typically the Purchasing Department.
Violation of the Code of Silence may result in disqualification from the procurement process.
